Section 1: Libya During Gaddafi; Intolerable Prosperity for the West Libya during Gaddafi’s rule, compared to its neighbors in North Africa and the Arab world, was an exception in terms of prosperity and political stability: Education and healthcare were completely free. Women had the right to education and social participation. Oil profits were directly in favor of the people. Subsidies for electricity, fuel, and food made life bearable.
